Dear liberal friends,
We are writing to you
because of inappropriate and irresponsible behaviour by a former treasurer
Chris Gallaway and ex IFLRY Bureau on EC & GA in den Haag. Duty and
responsibility of the entire leadership is not less important than the
responsibility of each member of the ex Bureau, that is why the action that has
included unpaid membership fees in years 2008 and 2009 is very irresponsible,
not understandable and pathetic. We believe that the duty of MLD leadership is
not to warn IFLRY Bureau about non-received bills, notes and reminders. This is
the obligation of treasurer and IFLRY Bureau, that is why the IFLRY has a
Statute in which are described certain responsibilities and tasks for each
member of Bureau.
In any company and
organization is not allowed to pay any transaction without original invoice
which consist the stamp of the organization and signature of the person in
charge. Furthermore, Slovenian law regarding political parties is restrictive
and requires that no transaction, wherever it is external or internal, must not
be made without the original invoice (original invoice is not the one sent via
e-mail).
Therefore, the behaviour
of the former leadership of IFLRY is inexcusable and only moral explanation of
the former treasurer cannot repair the damage and destroyed reputation of the
MLD delegates and our organization. Thus MLD as a full member of IFLRY strongly
protests against this practice and with this open letter we want to draw
attention to unfairness which has been received by our delegates at IFLRY EC
& GA. Despite the fact that our budget was reduced by 70%, we have never
asked for a reduction of fee. Moreover our mother party is considering an
international operation of MLD as one of the basic function of the youth.
We consider international
managing and functioning as building upon the domestic implementation of
positive and useful experience of other full members. The problem is, that in
the case described above, our specific aspects of international activities
determined by statue were violated.
The current leadership of
MLD has set in its function on 28th February 2009. Because the
handover between the former and the current leadership was not made, (which
left the MLD two days before the actual Congress was fulfilled), we were not
aware of non-payment of fees in the past. At the same time we wonder why, when
we informed IFLRY about new leadership and new contact details, which were
updated as amended on 1st March 2009, no-one has noticed our
organisation about non-payment. Even more bizarre is that before our delegates
arrived to the Netherland nobody noticed us of unpaid membership fees and
consequently deprived MLD of voting rights. The agreement that we made with the
Treasurer on this congress, was to send him confirmation of MLD Bureau that we
will settle the membership fees as soon as we receive the original invoices and
for now gain voting rights. Also our Vice-president, Secretary General and
International Secretary, who were delegates on this congress, made him the
verbal promises. Despite the promises and all the efforts they made, our
organisation still did not receive voting rights. Therefore, we ask on what
good relationships are based their actions, agreements, commitments and positive
tradition of liberal values.
With such practice ex
IFLRY Bureau caused Young liberal democracy of Slovenia unnecessary costs and
reluctance. We hope that the new leadership will consider this open letter as a
constructive and positive oriented criticism on which they can learn that such
mistakes will not happen again. We congratulate to organizers (JOVD & JD)
for an excellent performed event and also to the new chosen leadership. We
expect that they will designate a better, more responsible and also more
liberal way.
