    DALGA (WAVE) YOUTH MOVEMENT

    Dalga (Wave) Liberal Youth Movement of Azerbaijan created three years ago. In the beginning DALGA resisted against corruption and infringement of the rights of students, but recently DALGA has grown and became the present wave against conservatism, stereotips and authoritativenesses. The problem of DALGA to make all that Azerbaijan integrated into the Europe. DALGA cooperates with Soros's house, with embassy of the USA, with University Republikants and with the House of the Europe in Azerbaijan. But it needs to be reached the purpose and to change the country to the best and to make its part of the Europe more democratic and liberal. We want to cooperate with IFRLY.

    Information About Dalga Youth Movement

     

    On February 12, 2005 a group of students in Azerbaijan economic University proposed to create a system that will assist to the spread of liberal values, active participation of youth in democratization process in Azerbaijan, creation of civil society and constitutional state. Soon 130 students from other universities joined to this idea, and with the participation of 41 of them was created organization committee (April 5, 2005). Organization committee decided that the system will be named Dalga Youth Movement and it will function in public sector as NGO.

     On April 22, 2005 Dalga Youth Movement opened its priorities to public and carries out its activity on these priorities up to now.

    ·        In order to protect the rights of students was established “Students Rights Protection Committee”. This committee tries to prevent students from any pressure of university administration or teachers, by distributing different papers among students, by carrying out seminar-trainings lets them know their rights and how to protect themselves.

    ·        In order to know the problems of youth was established analytical group. By carrying out different surveys among young people this group tries to find out what problems they face and which of them they consider important. After investigating the problems in education that face students, shortage of book, the results and the suggestion of their solution this group presents to appropriate organs.

    ·        In the structure of the Movement was established Socio-Philosophical Club (September 17, 2005). The purpose of creating this club is distributing world-wide values, enlightening activities, also organizing meetings of intellectuals with youth.

    ·        In order to implement enlightening work among youth of regions, to create a network of youth living in city and regions, and to spread volunteerism and humanism the movement is realizing the project “Education Volunteers”.  In the framework of the project they travel to various regions of Azerbaijan and organize different activities, especially during the summer season.

    ·        As the result of the survey conducted by the analytical group, nowadays one of the main problems of students is corruption in education. So Dalga Youth Movement is conducting the campaign “Education without bribery”, in order to tackle this problem. Declaring the 2005-2006 “1 year without corruption” was done fundamental work to solve this problem. And now one of the chief activities of the movement is struggle against corruption.

    ·        We are conducting different actions in order to advocate the universal values, also to attract society to the problems that we consider important.

    ·        We are organizing various entertaining programs for the youth so that they could spend their leisure time useful. The purpose of these programs is advocating the world culture among young people. In order to attract more audience to the universal values and the problems that face youth we use different press organs, one of them is the project Dalga Youth Movement newspaper “Alma”.

    ·        To train young people with democratic thinking was created Democracy school. It is planned to train 100 young people in the framework of the project. The school is supported by NED (USA).

    The first chairman of Dalga Youth Movement was Ramin Hajili (April 12, 2005 –September 1, 2006). The second chairman of the movement was Ulvi Hasanli(October 2, 2006-September 19, 2007). As the result of the congress hold on October 8, 2007 Vefa Jeferova was selected the chairman of the Movement and Nermin Namiggizi was selected a vice-chairman. The Movement has the following executive groups:

    ·        Coordination on organizational issues

    ·        Coordination on international relations

    ·        Coordination on public relations

    ·        Coordination on ideology

    ·        Media coordination

    ·        Coordination on finance

    ·        Commission  on women and gender problems

    ·        Commission on culture

    ·        Commission on scientific and educational issues

    ·        Commission on rights

    ·        Commission on project management

    The observer organ of Dalga Youth Movement is Central Observer Commission defined by the Congress. Dalga Youth Movement has regional offices in Ganja and Lankaran and representations in Gakh and Zagatala.

    The Movement has representatives in Russia, Turkey, Germany and Norway. Dalga Youth Movement implements all its activities on volunteerism principle and realizes its projects independently. The decisive organ of Dalga Youth Movement is Administrative Personnel; the managing organ is coordination, commissions, clubs and the chairman staff.

     

    The projects that we implemented with the help of Donor organizations.

    • With the financial help of American Bar Association were prepared the posters of the project “Education without bribery”. The number of posters was 400. The amount was 200$ (November 10, 2005).
    • The project Democracy School is being financed by American NED fund. The amount of grant will be 18835$ (October1, 2007-October1, 2008).

    Report

     

    • On the February 12, 2005 7 students of the Economic University came up with an initiative to establish a new youth movement.
    • From 17 February till 5 April more than 130 youth from different universities joined this initiative.
    • On April 5 an organization committee consisting from 41 persons was established and started its activities as the highest body.
    • On April 12, 2005 Ramin Hajili was elected as the chairman and Zinaddin Babaev as first deputy chairman of the organization committee.
    • On April 16, 2005 the new movement was given name of “Dalgha Youth Movement” and its emblem was accepted - two open angled triangles one in another with the meaning of free individual and free society.
    • On April 22, 2005 a press conference was held at the International Press Center declaring on the establishment of the new Youth Movement and its aims.
    • On May 6, 2005 a meeting took place with right protectors - Murad and Rana Saddadinovs.
    • On May 11, 2005 a meeting took place with right protector Leyla Yunus.
    • On May 15, 2005 after the meetings held with the right protectors the activists of the movement established the “Student Rights Protection Committee” for protection the rights of students.
    • On May 25, 2005 over 20000 sheets on which was written “Be acquainted with your right and try to protect them” were distributed between students by 56 youth in front of all universities in Baku.  

    During the action the chairman of the movement Ramin Hajili, activists Shabnam Abdullazadeh, Zeynam Eldarli, Hamid Charkazov, Valeh Muzaffarli and Elchin Mammadov were detained by the police. As a result of efforts of the mass media, representatives of local and international organizations at 7:00 PM they were set free after receiving expressions.

    • From May 30 till June 30, 2005 questioning among students of universities was held. As a result of survey we found out that the basic problems of students were bribery, violation of rights of students by teachers and administration of the universities. In the questioning the names of the main bribe accepting teachers also was noted by students.
    • On May 31, 2005 the chairman of Dalgha Youth Movement Ramin Hajili and coordinator on the international affairs Ayan Musaeva had a meeting with the head of Baku office of the OSCE.
    • On June 8, 2005 assessment of the needs mission of the OSCE met with the heads of Dalgha Youth Movement within the framework of meetings with NGOs. It was reflected in the report of the OSCE on June 17, 2005.
    • On June 19, 2005 the activists of Dalgha Youth Movement hung a poster on which was written “No to Patriarchism” in the Fountain Square which is situated in the center of the capital city of Baku. By this they announced their objection against feudal family relations which dominated in all spheres of society, politics, economy and PR.
    • On July 1, 2005 the site of  Dalgha Youth Movement was opened (www.dalga-gh.com)
    • On July 4, 2005 Dalgha Youth Movement appealed to the Ministry of Education with an offer to hold classes of Human Rights at the Universities.
    • On July 19, 2005 the chairman of the Movement Ramin Hajili made a journey to Ganja where he met with the representatives of Bridge to Future, Transparency – Ganja, Independent Youth Center, Helsinki Citizen Assembly representation of west region, IREK – Ganja, Ganja Education and Information Center (SOROS) and other organizations. During the meeting problems of the youth were discussed and it was decided to have future collaboration in resolution of problems of the.
    • On July 19, 2005 presentation of a new project “The Education Volunteers” was held at the Information Center. There was also held the first seminar. The seminar was broadcasted by local TV channel “Alternativ” and was widely lightened by the press.  
    • On July 25, 2005 from 16:00 till 18:00 a forum with participation of students was held by IREK organization in www.iapt.az . The theme of Forum was the necessity of “Human Rights” classes at universities.
    • From August 2 till August 4 by 10 Educational Volunteers made a journey to Qakh region and had two-day seminar-trainings.
    • On August 29-30, 2005 within the framework of “Education Volunteers” 10 volunteers made a journey to Ganja, Samukh, Khanlar, and Shamkir and held seminar-trainings.
    • On August 29 on the occasion of birthday of National Hero Chingiz Mustafaev they organized the meeting with children from the orphanage No.1 in Ganja city.
    • As of September 5, 2005 it was decided to hold different kinds of entertaining activities in order for the youth to spend their leisure time more efficiently.
    • On September 11, 2005 a wreath was laid in front of the US embassy under the slogans “We say NO to terror” and anti-terrorism speeches were made.
    • On September 17, a Social-Philosophy club was established to organize meetings between public figures and students.
    • On September 20, 2005 the founders of the movement Ramin Hajili and Elchin Mammadov were expelled from the Azerbaijan Economic University. One day later the administration of the university changed their decision, because they didn’t have any juridical ground.
    • On September 27, 2005 at the International Press Center information was given to the public about a new company of Dalgha Youth Movement - “One year without bribes in Education”, future plans and the results of questioning which had been carried out among 5000 students.
    • On October 10, 2005 a meeting with representatives of LINKS international organization was held and opportunities for collaboration were discussed. On October 16, 2005 Dalgha Youth Movement was represented by 12 people during the meeting held by LINKS organization at Crescent Beach Hotel on the theme of “Parliament Elections and Youth”.
    • On October 18, 2005 70 members of Dalgha Youth Movement held an action at the Fountains Square. During that action they tied on their foreheads and arms with pieces of fabrics with “Education without bribery” writings. During this action 7 members were detained by the police and after taking expressions they were set free.
    • On November 5, 2005 during the Parliamentary Elections Dalgha Youth Movement implemented exit-polls in two departments, more than 100 members took active part as independent observers, 16 members had the right to vote.
    • On November 10 within the framework against bribery Dalgha Youth Movement begun collaboration with Transparency–Azerbaijan, America Jurists Association (ABACELLY) and other local and foreign organizations.
    • On November 21, 2005 one of the establishers of the movement Emin Huseinov was excluded from the Azerbaijan State Economic University for his public activities.
    • On November 2, 2005 hotline of the movement was opened for acceptance of appeals in connection with bribes in Education.
    • On December 23, 2005 Dalgha Youth Movement appealed to the Ministry of Education to have an opportunity to hold monitoring of winter exams at the Universities.
    • On December 24, 2005 of Emin Huseinov’s rights were restored as a result of struggle carried out by right protectors, especially by efforts of Chingiz Ganizadeh and also by support of international organizations and the mass media.
    • On December 29, 2005 a press conference at the International Press Center (BMM) was held where the report of the Student Rights Protecting Committee was explained and the information was given regarding the works which the movement would carry out on the eve of winter exams at universities.
    • From January 1 till February 1, 2006 members of the observed examinations at various schools to monitor winter exams.
    • On January 6, 2006 Ramin Hajili and the representatives of Student Rights Protection Committee Elvin Kazimly met with the Minister of Education and gave their suggestions to him.
    • On February 12, 2006 at the Half Way Inn Club one year anniversary of Dalgha Youth Movement was celebrated.
    • On February 23, 2006 at the event organized by SOROS at the ISR Plaza the chairman of Dalgha Youth Movement gave a lecture on the theme of “Hove we must fight against bribe?”
    • On February 25, 2006 at Kapelhouse (Germany – Azerbaijan Culture House) Dalgha Youth Movement organized an event connected with Khojali genocide. After this event in downtown an action was held with the name of “Why do we keep silence?” During this action photos were distributed including Khojali genocide to foreign citizens.
    • On April 17, 2006 a warning letter was sent to Baku City Executive Authority to provide security during an action to be held at the Qalaba Square with purpose to protect Ramil Safarov’s rights.
    • On April 18, 2006 an appeal was sent to the President of Azerbaijan Republic to raise wages for teachers.
    • On April 20, 2006 without telling any reasons the Baku city Executive Authority did not allow to hold the action. The Administration of the movement was called to Head Police Office and was warned of not holding the action without permission.
    • On April 24, 2006 a warning letter was sent to Baku City Executive Authority to provide security during an action to be held at the Qalaba Square with purpose to protect Ramil Safarov’s rights. Scenario of the action was reflected in the warning letter.
    • On April 24, 2006 at the International Press Center (BMM) an event on “A year without bribery in Education” was held. At this event the names of the teachers who don’t accept bribes were announced to the public.
    • On May 3, 2006 “Education without bribe” stickers were placed on subway stations and other crowded places.
    • On May 6, 2006 in the Democracy (Sahil) garden Dalgha Youth Movement hold a symbolic action. During the action a coffin on which was written “Bribe is dead” surrounded with flowers was put at the crowded place. With this it was offered to the public to destroy corruption. At the end of action 3 people were detained by the police but afterwards they were set free.
    • On May 10, 2006 Dalgha Youth Movement sent a letter of complain to the court regarding the head of Baku City Executive Authority (BCEA) Hajibala Abutalibov because the BCEA without giving any ground for not allowing to hold an action as per to the warning letter from the movement addressed the BCEA.  By this is our right – freedom of assemblage was breached.
    • On May 13, 2006 Dalgha Youth Movement hosted an assembly during which a special commission for the work with women was established. Esmer Ramazanova was elected as the chief of the committee. With purpose to take active part in preparation and public consideration of the “New law on Education” it was decided during the meeting to prepare a package of proposals, which should be presented to the Parliament. A special commission was established to work in that direction.
    • On May 17, 2006 the chairman of Dalgha Youth Movement Ramin Hajili participated at the event connected with the constitution day of Norway.
    • On May 20, 2006 Yahoo Group of Dalgha Youth Movement (dalga-gh@yahoogroups.com) was created.
    • On May 26, 2006 as a result of survey among students a list of 42 teachers – bribe takers was prepared and passed to the Ministry of National Security.
    • On May 28, 2006 on the occasion of Republic Day Dalgha Youth Movement and other youth organizations which carry out activities in our country visited M.E.Rasudelzdeh’s memorial.
    • On May 31, 2006 the members of Dalgha Youth Movement met with representatives of the youth organization of the ruling party of Norway. During the meeting development of youth sector in Azerbaijan and opportunities of collaboration were discussed.
    • On June 26, 2006 was a meeting with Deputy of Parliament and the chairman of the ADRP party Asim Mollazade. An exchange of views was carried out during the meeting – on processes going in the world and the role of Azerbaijan in those processes, about future of our country and the importance of the youth in the future of our country.
    • On June 26, 2006 the members of Dalgha Youth Movements visited the alley of Shehids to give honor to the spirits of martyrs who were killed in South Azerbaijan by mullah regime.
    • On June 28, 2006 32 members of Dalgha Youth Movement attended the meeting on the theme “Petroleum incomes, transparency, the role of youth in the forming of public supervision”.
    • On July 7, 2006 a press conference at BMM was held with purpose to inform society on problems that male bachelors face during exams for master degrees.
    • On July 8, 2006 appeals were sent to the Students Election Committee, to the President, to the Ministry of Education, to Military Commissariat regarding problems that male bachelors face during exams for master degrees. In the appeal it was demanded to take decisive steps in resolution of that problem.
    • On July 10, 2006 an action was held in front of the Ministry of Education to demand an opportunity for male bachelors to apply for master degrees.
    • On July 12, 2006 a meeting took place at the US Embassy during which the leaders of Dalgha Youth Movement met with an adviser to the US ambassador on political issues Mrs. Rebecca S. Naslind and with an expert on political problems of the US Embassy Mr. Fakhri Abbasov.
    • On July 13, 2006 from 19:00 till 20:30 Kapelhouse hosted an exhibition of young painter and concert of the young performers called “Healthy Azerbaijan and abstract unity of World Culture” organized by Dalgha Youth Movement.
    • On June 18, 2006 a picket took place in front of the Students Admission Committee regarding giving a chance to male bachelors to apply for master degrees.  
    • On July 19, 2006 appeal to the President, Baku City Executive Authority and Sebail district executive authority to change the name of old 26th Garden to Democracy garden and to raise there a monument to the honor of the Azerbaijan Democratic Republic.
    • On July 22, 2006 the chairman of Dalgha Youth Movement Ramin Hajili and the coordinator on organizational issues Ulvi Hasanli met with the chairman of the Economic Research Center Gubad Ibadoghlu – it was decided to collaborate in future.
    • On July 24-27, 2006 a journey to Ganja city in the framework of the project Education Volunteers. On the first day of the journey a seminar was held with participation of 68 youth in the local office of the Open Society Institute. On the second day of the journey a seminar-training was held in the regional office of the National Democratic Institute on the theme of leadership.
    • On August 1, 2006 Dalgha Youth Movement reported on the works connected with to the “Year without a bribe in Education” campaign with participation of the mass-media at the press conference held at BMM. The directions of the future activities were discussed.
    • On August 1, 2006 – this day was declared the day of Dalgha Youth Movement and within the framework of this day different entertaining events with the youth were carried out.
    • On August 3, 2006 a meeting between commission for the work on women’s problems of Dalgha Youth Movement and the leaders of Uzbekistani NGOs working on women problems.
    • On August 5, 2006 an assembly of Dalgha Youth Movement during which the red color was chosen as the color of the Movement and red apple as the symbol of the movement. It was also decided to hold a congress of Dalgha Youth Movement on October 2, 2006.
    • On August 27, 2006 7 members of Dalgha Youth Movement made a journey to Barda district in the frame of the project “Education Volunteers” and carried out a seminar with participation of 32 youth at the youth center.
    • On September 1, 2006 the chairman of Dalgha Youth Movement Ramin Hajili resigned. The reason was his desire of getting involved in political activities.
    • On September 5, 2006 a regional department of Dalgha Youth Movement in Ganja city was established. Tarlan Asgerov was elected as the chief of office.
    • On September 6, 2006 14 members from Baku and Ganja within the framework of “Education Volunteers” project made a journey to Gakh district. During the journey members had meetings with youth from Gakh and also started preparation works for a local office to be opened later in the future.
    • On September 7, 2006 a seminar-training was organized with participation of 52 youth in Zagatala district.
    • On September 7, 2006 2 members of movement travelled to Balakan region for preparation for a seminar-training to be held there.
    • On September 11, 2006 the activists of the movement held an action in front of the US embassy. They laid wreath with purpose to recall memory of the people who lost their lives in the result of the terror action.
    • On September 12, 2006 Dalgha Youth Movement held a press-conference at the IPC (BMM). They informed the public about the measures implemented in the frame of the project “Education Volunteers”. The organizational committee updated on the works carried out in preparation for the congress. The coordinator of the movement Rovshen Nejefov informed about the works to be done against bribes.
    • On September 17, 2006 the new project of Dalgha Youth Movement newspaper “Alma” started its publication. The purpose of it was to present new leaders and new thought manners to society and to become the leading public papers of the country.
    • On October 2, 2006 the first congress of Dalgha Youth Movement was held. A new chairman Ulvi Hasanli and first deputy chairman Turane Resulova were elected by secret voting.
    • On October 3, 2006 on the second day of the congress new coordinators, chiefs of commissions, coordinators for universities and supervision inspection commission were formed.
    • On October 17, 2006 Dalgha Youth Movement organized the demonstration and discussion of the film “That far, near village” (O uzaq, yaxın kənd). The film was directed by Ayaz Salaev and organized by Internews-Azerbaijan.
    • On November 5-12, 2006 Dalgha Youth Movement declared the week of education. During the first three days of the week over 5000 sheets were spread to students in front of universities, schools and at different parts of the city. The sheets invited students with white papers in hands to city walking on weekends.
    • On November 10, 2006 an action was held in front of Milli Mejlis with demand to give the Educational Law to public discussion. During the action the youth danced, played cards thus imitating the future of the country without the Educational Law.
    • On November 11, 2006 a march was organized by the youth holding white sheets in hands. The purpose was to show the society that there is gap in education.
    • On November 22, 2006 an action was held with demand to stop pressuring the press. During the action the building of “Azadlig” newspaper was symbolically washed.
    • On December 29, 2006 Internews-Azerbaijan made a film about Dalgha Youth Movement.
    • On January 1-31, 2007   Dalgha Youth Movement observed exams and after that held a press-conference to inform the public on the results.
    • On January 10, 2007 Dalgha Youth Movement started virtual action against the raise of prices.
    • On February 12, 2007 a ceremony was held at Jazz-Center on the occasion of the second anniversary of establishment of Dalgha Youth Movement. Members of parliament, representatives from international organizations and all youth movements participated at the ceremony.
    • On July 1, 2007 Administrative personnel of Dalga Youth Movement decided organize different clubs inside movement and correspond to the decision from 15-th of July, 2007 “Reader Club” and “Journalist Club” is active.
    • On July 22, 2007 Dalga Youth Movement organised peaceful action in connection of Day of Press with the participation of more than 90 young with ths slogan “Let’s keep alive Independent Press”, in the Fountain Square. Members of the movement did not sound any slogan in the action, they stoped and read different newspapers. The aim of members was to agitate people for declare them the owner to press and to help to formation of culture of reading. Police intervened in action by force. Chairman of Movement Ulvi Hasanli and Ramin Hajili which prepared photo-raportage in the incident was beaten by police and took into 9-th Police section of region Sabael. After keeping there 3 hours police gets them explanation and tthey became free.
    • Dalga Yount Movement organised the account conference on 1-st of August, 2007 in the IPC in connection of “August 1 – Day of Dalga Youth Movement”. Against of relaxation in the holidays, we are active in that day. In that day we spent the action of reading in the Garden of Democracy.
    • On August 17, 2007 “İnternews Azerbaijan” made its second film about Dalha YM.
    • On September 1, 2007 in connection The Day of Knowledge Dalga YM organised a large meeting. There were choosen 10 symbolic books by participants.
    • On september 11, 2007 Dalga YM organised action in front of the Embassy of USA in Baku with slogan “Not to terror!”. Members of our movement put models of Twin Buldings which rased to the ground on September 11 and pinks,  in front of Embassy. Before that action oficials of 22-nd Police Section of Nasimi Region hold members of Dalga, on the pretext of more than 10 young moves together. Women which want to particapate at that action – Vafa Jafarova, Ulviya Gasimova, Namin Namiggizi, Leyla Jafarova, Narmin Ramazanova, Sada Hasanova, Asmar Ramazanova, Gulmira Akbarova, Gunel Huseynova and boys – chairman of this movement Ulvi Hasanli, Ramin Hajili, Panah Aliyev, Elvin Kazimli, Nurlan Zamanli took hostage at the police section. Only one person of this movement was permited to go to Embassy of USA and present the statement.
    • On September 19, 2007, in corresponding with the charter, chairman of Dalga YM Ulvi Hasanli resigned for an objective congress.
    • On September 19, 2007 founded Organization Commitee for preparation to congredd of movement and Sada Hasanova elected the chairman.
    • On September 26, at 3 p.m. members of Dalga YM organised an action in the Democracy Garden with demand sweeping demands in Azerbaijan education whcih is dirtied to corruption and members tried to pay attention of society to this problems. Participants were faced with violence. Police took young members of action to 39-th Police Section bu force. Journalists were undergo with violence of Police, too. In spite of  intervention of Police, very many young members of Dalga continued that action at the Nizami Street. 17 members of Dalga were hold a few hours at 39-th Police Section.There were Vafa Jafarova, narmin Hasanova, Asmar Ramaanova, Sanubar Alakbarova, Narmin Ramazanova, Sada Hasanova, Ramin Hajili, Ulvi Hasanli, Panah Aliev, Rovshan Najafov, Zaur Aliyev, Elshan Poladli, Rashad Safarov, Nurlan Zamanli, Araz Gasimov, Uzeyir Mammadov, Natiq Rasulov. Members of Dalga wrote explanation at the Section of Police and they were interrogate. 6 of kept members were women, 11 were men. After exempt from punishment members of Dalga made march from Section to Democracy Garden and finished that action.

    Demands of the action were following:

    1. Abolition of “multi-authority” in education;
    2.
    To fulfil commitments of Bologna Process,

    3. Guarantee of transparancy in filed of selection of students for educate in abroad;
    4. Struggle systematic against bribe;
    5. Defination of lesson shedules as students wish. (In connection with Bologna Process);
    6. Enforce pedagogical cadr reforms;
    7. Guarantee of transparency in field of adoptation Law of Education and its coming into force in our time.

    These demands were sent to the president of Azerbaijan Ilham Aliev, copy to the minister of Education, chairman of Science and Education Commitee of Parliament Shamsaddin Hajiyev and chairman of “TGDK”, Maleyka Abbaszadeh.  These demands also were sent to public via media-press.

    ·        On July 1, 2007 Administrative personnel of Dalga Youth Movement decided organize different clubs inside movement and correspond to the decision from 15-th of July, 2007 “Reader Club” and “Journalist Club” is active.

    ·        On July 22, 2007 Dalga Youth Movement organised peaceful action in connection of Day of Press with the participation of more than 90 young with ths slogan “Let’s keep alive Independent Press”, in the Fountain Square. Members of the movement did not sound any slogan in the action, they stoped and read different newspapers. The aim of members was to agitate people for declare them the owner to press and to help to formation of culture of reading. Police intervened in action by force. Chairman of Movement Ulvi Hasanli and Ramin Hajili which prepared photo-raportage in the incident was beaten by police and took into 9-th Police section of region Sabael. After keeping there 3 hours police gets them explanation and tthey became free.

    ·        Dalga Yount Movement organised the account conference on 1-st of August, 2007 in the IPC in connection of “August 1 – Day of Dalga Youth Movement”. Against of relaxation in the holidays, we are active in that day. In that day we spent the action of reading in the Garden of Democracy.

    ·        On August 17, 2007 “İnternews Azerbaijan” made its second film about Dalha YM.

    ·        On September 1, 2007 in connection The Day of Knowledge Dalga YM organised a large meeting. There were choosen 10 symbolic books by participants.

    ·        On september 11, 2007 Dalga YM organised action in front of the Embassy of USA in Baku with slogan “Not to terror!”. Members of our movement put models of Twin Buldings which rased to the ground on September 11 and pinks,  in front of Embassy. Before that action oficials of 22-nd Police Section of Nasimi Region hold members of Dalga, on the pretext of more than 10 young moves together. Women which want to particapate at that action – Vafa Jafarova, Ulviya Gasimova, Namin Namiggizi, Leyla Jafarova, Narmin Ramazanova, Sada Hasanova, Asmar Ramazanova, Gulmira Akbarova, Gunel Huseynova and boys – chairman of this movement Ulvi Hasanli, Ramin Hajili, Panah Aliyev, Elvin Kazimli, Nurlan Zamanli took hostage at the police section. Only one person of this movement was permited to go to Embassy of USA and present the statement.

    ·        On September 19, 2007, in corresponding with the charter, chairman of Dalga YM Ulvi Hasanli resigned for an objective congress.

    ·        On September 19, 2007 founded Organization Commitee for preparation to congredd of movement and Sada Hasanova elected the chairman.

    ·        On September 26, at 3 p.m. members of Dalga YM organised an action in the Democracy Garden with demand sweeping demands in Azerbaijan education whcih is dirtied to corruption and members tried to pay attention of society to this problems. Participants were faced with violence. Police took young members of action to 39-th Police Section bu force. Journalists were undergo with violence of Police, too. In spite of  intervention of Police, very many young members of Dalga continued that action at the Nizami Street. 17 members of Dalga were hold a few hours at 39-th Police Section.There were Vafa Jafarova, narmin Hasanova, Asmar Ramaanova, Sanubar Alakbarova, Narmin Ramazanova, Sada Hasanova, Ramin Hajili, Ulvi Hasanli, Panah Aliev, Rovshan Najafov, Zaur Aliyev, Elshan Poladli, Rashad Safarov, Nurlan Zamanli, Araz Gasimov, Uzeyir Mammadov, Natiq Rasulov. Members of Dalga wrote explanation at the Section of Police and they were interrogate. 6 of kept members were women, 11 were men. After exempt from punishment members of Dalga made march from Section to Democracy Garden and finished that action.

    Demands of the action were following:

    1. Abolition of “multi-authority” in education;
    2. To fulfil commitments of Bologna Process,

    3. Guarantee of transparancy in filed of selection of students for educate in abroad;
    4. Struggle systematic against bribe;
    5. Defination of lesson shedules as students wish. (In connection with Bologna Process);
    6. Enforce pedagogical cadr reforms;
    7. Guarantee of transparency in field of adoptation Law of Education and its coming into force in our time.

    ·        On September 28, 2007 British international organization LINKS organized a seminar in subject " Regulation of the Conflicts". Reporter was a head co-ordinator of the organization Denis Sammi.

    ·        On october 2, 2007 members of Dalga YM made a trip to Mardakan for the memory of the anniversary of russian writer Sergey Yesenin. During the visit members striked photoes of Yesenin to their *** and discussed him.

    ·        On october 8, 2007 the second congress of Dalga YM held and Vafa Jafarova have been elected as a chairman.

    ·        The 2nd part of the 2nd congress of the "Dalga GH" have been held on October 10, 2007. Co-ordinations, commissions, administrative personnel and supervision inspection commission have been formed in this part.

    ·        On october 13, 2007 a group members of Dalga YM made a trip to Lankaran. And they created South regional office there.

    ·        On november 4, 2007 the Administrative personnel of Dalga YM organized an open air theatre.

    ·        "Dalga GH" has begun to (the) week of "My city" in the interval of on November 12-18, 2007 in the frame of campaign of "Lets save our ecology and historic monuments".

    ·        On November 12, 2007 the members of the movement have spread more than 1000 bucklets in which was written " Lets save our ecology and historical monuments"

    ·        On November 13, 2007 the members of the monument hold an action " Lets make a monument for Tram"

    ·        On November 14, 2007 make an action against tree cut. 10 actioners were brought to 9th Police Department. After 3 hours they were allowed free

    ·        On November 15, 2007 the members of the movement have spread more than 4000 bucklets in which was written " Lets save our ecology and historical monuments"

    ·        On November 16, 2007 the members of the movement held an action "Icheri Sheher is ours". They gave their protest against the destroy of Icheri sheher chaining themselves to Icheri sheher. 11 actioners were brought to 9th Police Department of Sabail suburb. After 3 hours they were allowed free

    ·        On November 16, 2007 the other members of the movement held an action in front of 9th Police Department " Freedom the youth " " Freedom Icheri Shahar"

    ·        On November 23, 2007 the members of the movement held an action "Open air theatre" against arrests of journalist which made a bad image for Azerbaijan. The theatre continued 10 minutes

    ·        On November 28, 2007 the members of the movement held an action "Lets lay bicycle roads". 6 members were arrested by the police. 2 members continued the action. The arrested members were brought do 9th Police Department and were allowed free after 6 hours.

    ·        On December 8, 2007  the members of the movement meet Azerbaijan Co-Speaker of Co-speaker Europian Council Parliament Assembly Andres Herkel.
    A.Herkel he was informed about the problems of youth sector , problems of DALGA and of students in Azerbaijan.

    ·        On December 9, 2007, 3 members of the movement took part in " International Human Rights Conference". Chairman of the movement Vafa Jafarova made a report about youth problems in Azerbaijan

    ·        On December 9, 2007 the members of the movement held an action in Alat fields "Long live free Azerbaijan fields''. The slogans of the action were " Free person, responsible citizen" , " Bribery in education - corrupted future", "We say no to terror".

    ·        On December 9-16 Dalga YM declared a Human Rights week.

    ·        On December 10 the members of the movement meet a rock group from Southern Azerbaijan Zeytoon band. They have discussed songs of Zeytoon devoted to human rights.

    ·        On December 12, 2007 Dalga YM organized a seminar " How we can save our rights". Reporter of the seminar was advocate Isakhan Ashurov. He made a report about how to behave when you are arrested by the police.

    ·        On December 13, 2007 Dalga YM organized a Round Table in subject "Holines of Human righst". Attorneys Arzu Abdullayeva and Rashid Hajili took part in this discussion

    ·        On December 14, 2007 Dalga YM organized a flashmob - artmob in International Press Centre in subject of differenc between Silent Youth and Non-silent Youth. Silent youth were playing some non-valuable games as Non-Silent youth were discussing problems of the country.

    ·        On December 16, 2007 Dalga YM organized a "Solidarity Party", the slogan of the party was " At first we are a human"

    ·        On December 24, 2007 Dalga YM organized an action in subject "Water is beginning of the transparency". Members of the movement help the refugee to get water from long distance from the place where they live.

    ·        On January 14, 2008 made a press conference in “RIA Novosti” information agency. During the conference acting chairman Araz Gasimov who will substitute Vafa Javarova who left Azerbaijan to Georgia to have an education was presented to the community.The 2008 year strategy of Dalga was explained also

    ·        On January 25, 2008 Dalga YM send a letter to president in subject "Lets make eternal Mammad Amin Rasulzade"

    ·        On January 30, 2008 Dalga YM orginazed a press confrence in subject "Mammad Amin Rasulzade, Azerbaijan Democratic Republic - where to refer for future development" in International Press Centre. Young intellectuals, media members took part in press conference.

    ·        On January 31, 2008 the members of the movement held an action dedicated to 124th anniversary of Mammad Amin Rasulzade. 3 of the members were arrested by the police before the beginning of the action. 11 members were arrested during the action. They have been presuceted and were given written warning.

    The special services of the Naxcivan Autonomous Republic have been hunting for fans of the H.O.S.T ALLIANCE rap group. On 70-505 braindump Monday evening, two men, who introduced themselves as agents of the NSM [the National Security Ministry], approached a place where the group's fans come 70-453 together.They took all the 15 young men there at that time to the NSM where they were kept for eight hours. The young men were demanded that they not listen to the group's songs and not wear shirts with their symbols. The special 70-448 services substantiated this with the "instigating nature" of the group's music, the vagueness of their symbols and to whom and what their songs serve.At the same time, the hunt for young people who download the group's songs to 70-443 their mobile phones is under way. They are stopped and demanded that they delete their songs. An attempt by a Turan news agency correspondent to contact the Naxcivan National Security Ministry failed as no-one answered telephone calls.

    According to Jafarova, the badge arrested activists of the movement, including Ramin Hajili, Logman Kerimov, Anar Asgarov and Rovshan Najafov, after any acumen and at the moment they are at the Badge Department-39 of the Sabail District in Baku.

     The problem of DALGA to make all that Azerbaijan integrated into the Europe. DALGA cooperates with Soros's house, with embassy of the USA, with University Republikants and with the House of the Europe in Azerbaijan. But it needs to be reached the purpose and to change the country to the best and to make its part of the Europe more democratic and liberal. We want to cooperate with IFRLY.
